for stronger gun laws.
The likelihood of any change seems
uncertain. However, Dick's Sporting
Goods has halted sales of assault-style
rifles and banned the sale of firearms
to anyone under the age of 21. Similarly,
Walmart and Kroger announced a
ban on firearm sales to anyone under
the age of 21.
President Trump met with lawmakers

to discuss new laws to protect
against gun violence in response to
the Parkland massacre. The advocacy
of the innocents seems to have had an
effect.
Mr. Trump said that he favored a
"comprehensive" approach to address
mass shooting violence with expanded
background checks, increased school
security and an increased minimum
age to purchase certain firearms.

from plans that called for swift
action. He said, "families and local
law enforcement” should go to court
and obtain an order that allows “due
process” for a suspected potential
mass killer. Mr. Trump interrupted
him and suggested that officials should
"take the firearms first and then go to
court.”
The call for stronger background
checks, popular among most Americans,
has been resisted by Republicans
(including local legislators) and by the
NRA.
Mr. Trump called for swift and
substantial changes to the nation's
gun laws and criticized lawmakers
for being fearful of the NRA. He told
the audience that he told the NRA, "We
have to stop this nonsense."
His statements seemed too unbelievable
to be true. They were. Even with
a long history of flip-flopping, it is a
shock that one meeting with his NRA

handler could produce a 180 degree
change in position.
The president previously flipflopped
on support for ideas like stepping
back from the proposed border
wall with Mexico or replacing the
DACA (Deferred Action for Childhood
Arrivals) program with a new law.
The announcements, if unpopular
with conservatives, were followed by
retractions but it is incredible that
Mr. Trump would allow the American
people to know that the NRA controls
his presidential policies on gun laws
in America.
He apparently changed his mind
about any swift and substantive
changes to gun laws after meeting
with the NRA’s top lobbyist, Chris
Cox, since afterwards Cox tweeted
“POTUS and VPOTUS ... support the
Second Amendment ... and don't want
gun control.” @ChrisCoxNRA.
Meanwhile, rest assured the

administration’s harsh proposed
federal budget will not be changed.
It calls for hundreds of billions in
cuts for food stamps, federal housing
programs, disability programs and
education.
This dovetails with the GOP $1.5 trillion
tax cut giveaway to the wealthiest
in that the reduced spending required
by lowered tax revenue will pile on
burdens and take away assistance to
working class families in the nation.
It doesn’t make sense to put the foxes
in charge of the henhouse. The American
people will need to hire lobbyists
to advocate for them in Washington,
D.C.
It is apparent that the lobbyists
rule the roost on Capitol Hill. When
the NRA has full control of federal
gun law policy, rest assured that deregulation
of gun possession is on the
horizon. It is time for the president to
make up his mind on firearm policy
and do something to help curb mass
shooting violence once and for all.

Blasio is really not serious about

promises to assure the NYPD scrupulously honors
individual citizens civil rights.
He stated that the “new administration promised
change but instead we get more of the same.”
That is not true. The number of arrests for low-level
marijuana possession
has dropped and NYPD
policy is not to force a
suspect to display small
amounts of pot in order
to make an arrest.
Governor Cuomo has
proposed decriminalizing
possession of 15
grams or less of pot whether hidden or in plain view,
which would take this controversy and its attendant
political baggage off the table. It would be nice to let
police offi cers perform their duties instead of being
pawns in a political chess game.
Mayor de Blasio has fulfi lled an incredible amount
of his promises in a very short time. He has imposed
the extra protection of an inspector general for the
NYPD and signed off on the laws passed by the City
Council which may leave police offi cers subject to
lawsuits for negligent performance of their duties.
He has provided universal pre K without a tax
increase. He is settling the outstanding municipal
worker contracts neglected by Mike Bloomberg for
the next mayor to handle. He is championing Vision
Zero to reduce traffi c fatalities to zero. It is unfair
to question his commitment to his ideals or to the
fulfi llment of his promises.
The City Council will pass 11 laws and four resolutions
to create a Vision Zero environment for our
streets. The new laws provide a lower speed limit for
city streets and enhanced penalties for reckless drivers.
The state legislature must approve the changes.
We also need the state legislature to provide a
reasonable number of speed cameras to enforce the
new laws. Let us hope that our legislators will work
together as a group to see that these changes and
improvements are made quickly.

We are seeing more and more homes in Dyker
Heights enclosed in stainless steel bars on all
fl oors and heavy stainless steel security doors.
I fi nd this trend extremely disturbing. The community
remains as safe as ever. The new protections
seem to appear only on recently purchased
homes and refl ect a different cultural view on
security. Homes like this have existed in great
numbers in the Sunset Park area for many
years and are really not positive additions to
any community.
The homes themselves look horrible and,
worse yet, they make the whole area around
them appear trashy. And, frankly, instead of offering
additional security protection, they more
than likely attract unwanted attention from potential
burglars who fi gure these homes contain
the greatest number of valuables.
Community outreach by civic and government
groups as well as elected offi cials explaining
the disadvantages of the heavy security from
both an aesthetic as well as security perspective
is necessary, or we will be confronted with large
sections of our community looking like safety
deposit box holding cells.

It is incredible that Mr. Trump
would allow the American people
to know that the NRA controls his
presidential policies on gun laws
in America.
POWERFUL WORDS
This past Sunday, March 4, was
the anniversary of the U.S.
Constitution going into effect.
The actual day was March 4, 1789.
It should be noted on all calendars.
Schools should have special assemblies
discussing the legal creation of
our nation and the establishment of
the Bill of Rights. It should be a day of
great celebration.
Our constitution — drafted during a
time of monarchs —was the first of its
kind and as such is the most durable
outline for government anywhere in
the world.
The current document with all
27 amendments is only 7,591 words
long including the signatures. There
is a lot of punch in those 7,000-plus
words. New ideas like the separation
of powers in the main body and the
guarantee of freedom of speech, freedom
of religion, freedom to assemble
and the right to bear arms as well as
the guarantee that all citizens above a
certain age have the right to vote can
be found in the Bill of Rights.
The founders of the nation certainly
considered the document the key to the
permanent creation of a unified nation
made up of sovereign states, so much so
that they made it very difficult to amend.
Proposing an amendment requires
a concurring vote of two thirds of the
states or a two thirds vote in both the
House and the Senate. Ratification
requires three-quarters of the states
to agree using either a vote of their
legislatures or through individual
conventions.
Thus, it is not surprising that the
document has only been amended 17
times exclusive of the first 10 amendments
in the past 229 years.
I suspect some who wish to repeal
the Second Amendment will be
disappointed by these requirements.
Likewise, my impression is that the
high bar for amending will be equally
well received in the majority of states.
* * *
I strongly agree that teachers
should not be armed in the classroom.
It is not their role and in most cases
they do not want this role.
However I am not as certain that a
teacher who legally owns a concealed
weapon and wishes to carry should
be prevented from carrying within a
school as long as there is a notification
policy and a sign-off from whatever
authority is given the power to oversee
such a policy.
I do believe current New York City
DOE policy — which appears to disallow
a retired law enforcement officer
from carrying a licensed concealed
weapon within a school zone — needs
to be reevaluated. There are tens of
thousands of retired New York City
cops who carry their service revolvers,
some of whom have children in
the public school system.
State Senator Golden (whom I serve
as chief of staff) is supporting a significant
increase in the number of New
York City police officers assigned to
provide safety within and around our
public schools.
A retired cop himself, he supports
an increase in law enforcement combined
with the next generation of scanners
that unobtrusively evaluate what
someone is concealing when entering
a building.
The bottom line is that the Division
of School Safety working with police
officers can handle 99 percent of the
incidents that occur in our schools.
Unfortunately they are completely
ill equipped to intervene in the one
percent that has the potential to be
catastrophic.
That is what we need to address and
we cannot wait. Times are not just
changing.They have changed and
schools are not always the safe haven
they should be.
The founders of the nation certainly
considered the document
the key to the permanent creation
of a unified nation made up of
sovereign states, so much so
that they made it very difficult
to amend.
