A lifelong resident of Corona,
Councilman Moya was elected in
November to represent the 21st District,
which includes Corona, East Elmhurst
and parts of Jackson Heights
in addition to LeFrak City.
The son of Ecuadorian immigrants,
who calls himself the first
Ecuadorian-American ever elected
to public office in the U.S., Councilman
Moya comes to the City Council
from the State Assembly, where he’s
represented the 39th Assembly District
since 2010.
Councilman Moya, 43, started his life
in public service as a teenage community
organizer, helping to found the Corona
Gardens Neighborhood Association.
He earned a bachelor’s degree from St.
John’s University and a master’s degree
in public administration from Baruch
College, and worked as an aide for Congresswoman
Nydia Velasquez and State
Senate Minority Leader David Paterson.
He also worked in business development
at Elmhurst Hospital, helping to develop
community-based health clinics.
Councilman Moya was endorsed by
Congresswoman Velasquez, Mayor Bill
de Blasio and Governor Andrew Cuomo,
who called him “a proven leader for
Central Queens,” and praised his eff orts
to pass a $15 minimum wage and enact
immigrant protections and criminal
justice reforms.
He was also endorsed by outgoing
Councilwoman Julissa Ferreras-Copeland,
and at his victory party – at
Tony’s Pizza on 104th Street in Corona
– he vowed to “continue on for her legacy.”
He said, “She really is a champion
for all of us.”

Nine years have passed by in
a heartbeat. As my tenure
as your City Council Member
comes to a close, I want to thank
you for the opportunity of a lifetime. I
never imagined that I, a girl from Corona,
would be given the opportunity
to represent thousands of people and
fi ght to bring much needed resources
and programs to our community.
I was honored to be elected by my
colleagues to serve as the Chair of the
Committee of Finance, making sure
that our $85.2 billion budget included
priorities for everyone in our city, especially
for those who needed it the
most.
LeFrak City has always had a special
place in my heart, especially because
you chose me as your representative.
During my time at City Hall, I was able
to secure funding to open a daycare
center and to renovate the Lefrak City
branch of the Queens Library. Most recently,
working with our State elected
offi cials, we were able to bring back to
the community a senior center, which
holds its grand opening this month.
Many of you got to work with my
wonderful staff during the many workshops
and events we organized at the
library on various topics, including
rent freeze. Through these events, I
wanted to make sure our senior citizens,
disabled residents, and families
took advantage of available exemptions
and other programs meant to improve
our quality of life.
My victories as a Council Member
are our victories as a community: from
protecting the rights of workers to expanding
paid safe leave, everything I’ve
been able to accomplish has been done
to make sure we have a more inclusive
and fairer city. One that can provide
services to all of its residents, regardless
of the color of their skin, religion,
gender or immigration status.
I’m eternally grateful for having had
the chance to be your Council Member.
It’s been a real pleasure to fi ght to
eliminate overcrowding in our schools,
improve our streets and neighborhoods,
increase the number of aff ordable
housing units throughout our city,
and make sure our budget process is
transparent and inclusive.
Th ank you for giving this girl from
Corona a chance to fulfi ll her childhood
dreams.
