Borough President Adams rallied for the design-build method to expedite the
reconstruction of the Brooklyn-Queens Expressway (BQE) in Brooklyn Heights
and DUMBO, with community leaders such as Assembly Member Jo Anne Simon,
State Senator Brian Kavanagh, Comptroller Scott Stringer Stringer, and Council
Speaker Corey Johnson; the State subsequently approved this authorization.
