cargo on passenger aircraft. This
revision of the Hazardous Materials
Regulations also requires lithium
ion cells and batteries to be shipped
at not more than a 30 percent charge
on cargo-only aircraft and limits the
use of alternative provisions for small
lithium cell or battery shipments to
one package per consignment.
Lithium batteries with more than
100 watt hours may be allowed in
carry-on bags with airline approval,
but are limited to two spare batteries
per passenger. Loose lithium batteries
are prohibited in checked bags. If
you travel with camera gear, phones,
tablets, computers, MP3 players and
games consoles you’ll need to bring
all your lithium-ion batteries into the
cabin in a carry-on bag. The FAA’s 2018
fact sheet about lithium-ion batteries
didn’t ban them completely from cargo
holds:
“Devices containing lithium metal
or lithium-ion batteries, including – but
not limited to – smartphones, tablets,
and laptops, should be kept in carry-on
baggage. If these devices are packed

in checked baggage, they should be
turned completely off, protected from
accidental activation and packed so
they are protected from damage.”
In addition to prohibiting the
transport of lithium ion cells or
batteries as cargo on passenger
aircraft, the Interim Final Rule (IFR)
also requires that lithium-ion cells
and batteries shipped on cargo planes
to not have more than 30% charge.
Truck congestion at JFK – and
other major US airports – is a chronic
problem, primarily caused by long,
uncertain wait times for loading and
unloading trucks at cargo handling
facilities. Congested road conditions on
Long Island and the NYC/NJ corridor
contribute to this uncertainty; I-95 in
New Jersey and I-495 on Long Island
are among the worst truck bottlenecks
in the country, according to ATRI. An
expanding economy, tight trucking
capacity, and new Federal regulations
limiting truck driver “Hours of
Service” have brought this to a head.
Effects at JFK include increased
costs of doing business, causing some
shippers to seek other modes and
carriers alternative airports, higher
security risks to unattended trucks
and trailers, increased NOx emissions
from idling trucks and in some cases,
incidents of violence as drivers fi ght
for dock doors and parking space.
Federal authorities, the PANYNJ,
airlines and ground handlers are
taking steps to mitigate the problem.
Among these: TSA’s new K9 program
to speed screening of cargo, reducing
ID approval times for new airport
employees and setting space aside
for overfl ow truck traffi c at peak
times. WFS is implementing an
automated dock management system
to reduce wait times at its facilities
and promoting off-peak pick-up times
to smooth handling capacity.
Longer term, information
technology can help coordinate truck
traffi c to and within the airport,
better schedule cargo handling
operations, and enable collaboration
among shippers, forwarders, carriers
and cargo handlers. Leading cargo
airports here and around the world
– ATL, HKG, LHR and BRU, among
others – have, or are in the process
of implementing, such systems to
optimize cargo handling operations
and manage truck traffi c fl ow. JFK’s
air cargo community and the region
we serve could greatly benefi t from
doing the same.
