Mayor de Blasio indicated that, under its self-proclaimed “sanctuary city” policy, New York City only refused to notify the federal government of illegal aliens accused of minor crimes. The suspect moves through the state judicial system, is convicted and receives a short sentence, some probation and a fine. Prior to the city’s sanctuary city policy, the city would notify the federal government and upon completion of the sentence, the illegal BY JERRY KASAR alien would be turned over to the federal government for deportation. Under the sanctuary city policy, New York City would not notify the federal government and the illegal alien would not be turned over to the federal government for extradition. The illegal alien would be released back into the community by the city. My suspicion is that very few New Yorkers, given the fact pattern I described above, would want that individual returned to the community. The issue of illegal aliens committing crimes and the effect a sanctuary city policy has on their deportation is a very different matter. The president is strongly suggesting, although this is apparently not final, that if a city fails to comply, it could see a loss of some federal funding. He is also indicating that, if a nation fails to accept the return of an illegal alien who has been convicted of a crime, the U.S. would stop the issuance of visas to citizens of that nation wishing to enter the United States. This is very real and welcome hardball on an issue that is of great concern to many Americans. And on this issue as on many others, Trump is thinking and acting like most Americans and not like the government bureaucracy acted, regardless of party control, in past years. IS MEDICARE ON LIFE SUPPORT AT TRUMP MEMORIAL? Republicans must realize that draconian cuts in spending for older Americans, working class Americans and American children are shortsighted and bad for America. However, Democrats must accept that unchecked government spending is wasteful and is bad for America. We can preserve services for the people and still reduce spending. Many Americans fear that Mr. Trump may change his mind about promises made. On the campaign trail, Mr. Trump said, "Every Republican wants to do a big number on Social Security ... they want to do it on Medicare ... we can't do that because ... it's not fair to the people who have been paying in for years." Ryan has revived his plan to “reform” Medicare and replace coverage with a fixed-dollar subsidy used to buy private health insurance. The breakneck rush to repeal the Affordable Care Act (ACA) or Obamacare will also have bad consequences for Medicare. Obamacare helped Medicare; it eliminated some benefits, raised revenue to pay for coverage and clamped down on waste while it also allowed tens of millions of Medicare beneficiaries to get free preventive services to avoid bigger costs for critical care down the road. More than 57 million Americans rely on Medicare and 77 percent of Americans polled call the program "very important." It has provided affordable access to health care for millions of American families and allowed senior citizens to grow old with dignity. House Speaker Paul Ryan's proposed “reform” of Medicare has representatives taking stands along party lines. Democrats have pledged their opposition to the end of Medicare. Mr. Trump’s choice of Representative Tom Price (R-Ga.) to run the Department of Health and Human Services has people wondering, since he is an advocate of Ryan's Medicare replacement plan. Critics have described it as nothing more than a "voucher system." Medicare is a "defined benefit" program which assures a certain level of health coverage for beneficiaries. It currently pays about 80 percent of costs associated with doctor and hospital visits while the beneficiaries pay monthly premiums, co-payments and contribute an annual deductible. Ryan’s “reform” would convert Medicare from "defined benefit" to "defined contribution" and instead of a guaranteed level of coverage, the beneficiaries would be allotted a dollar amount that they would use to buy insurance from private companies. Ryan is correct that changes must be made; increased premiums, restricted eligibility and raising the eligibility age from 65 to 67 would all help control costs. Ryan promises that the annual subsidy would be sufficient for people to have health insurance coverage but it is unlikely his defined contribution plan would keep pace with the rising cost of insurance coverage. Then, the beneficiaries would just pay more or do without needed medical care. If both parties worked together, they could consider “out of the box” solutions. Let some of the ballyhooed infrastructure investments be made to build large medical schools with teaching hospitals where the graduates provide services at reduced remuneration in exchange for free tuition. Congress could pass tort law reform that caps ridiculously high jury verdicts and malpractice insurance rates could be lowered. A combination of moves could save Medicare for the next generation if our leaders can work together. No matter what, anyone who expects to get old or sick should be involved in the debate. It would be nice to let police offi cers perform their duties instead of being pawns in a political chess game. Mayor de Blasio has fulfi lled an incredible amount of his promises in a very short time. He has imposed the extra protection of an inspector general for the NYPD and signed off on the laws passed by the City Council which may leave police offi cers subject to lawsuits for negligent performance of their duties. He has provided universal pre K without a tax increase. He is settling the outstanding municipal worker contracts neglected by Mike Bloomberg for the next mayor to handle. He is championing Vision Zero to reduce traffi c fatalities to zero. It is unfair to question his commitment to his ideals or to the fulfi llment of his promises. The City Council will pass 11 laws and four resolutions to create a Vision Zero environment for our streets. The new laws provide a lower speed limit for city streets and enhanced penalties for reckless drivers. The state legislature must approve the changes. We also need the state legislature to provide a reasonable number of speed cameras to enforce the new laws. Let us hope that our legislators will work together as a group to see that these changes and improvements are made quickly. This is six fewer than last year due to successful efforts in identifying the remains of a handful of individuals that had been located and returned. The process of identifying remains is painstaking and can take many months. The last soldier identifi ed was Captain Douglas Ferguson, USAF, shot down over Laos on December 30, 1969.His remains were recovered on April 13, 2013 and identifi ed on February 14, 2014. *** We are seeing more and more homes in Dyker Heights enclosed in stainless steel bars on all fl oors and heavy stainless steel security doors. I fi nd this trend extremely disturbing. The community remains as safe as ever. The new protections seem to appear only on recently purchased homes and refl ect a different cultural view on security. Homes like this have existed in great numbers in the Sunset Park area for many years and are really not positive additions to any community. The homes themselves look horrible and, worse yet, they make the whole area around them appear trashy. And, frankly, instead of offering additional security protection, they more than likely attract unwanted attention from potential burglars who fi gure these homes contain the greatest number of valuables. Community outreach by civic and government groups as well as elected offi cials explaining the disadvantages of the heavy security from both an aesthetic as well as security perspective is necessary, or we will be confronted with large sections of our community looking like safety deposit box holding cells.
