Since his time in the New York State Senate, Borough President Adams has been a champion of using the legislative process to advance community goals and ensure that government works for every resident, creating a safer and stronger society that provides equal and robust opportunities for all. As a borough president, he has set an example for his ongoing role in policymaking, from testifying on measures that will have a significant impact on Brooklynites to proposing new bills that can benefit the borough. According to the New York City Charter, borough presidents can have legislation introduced into the City Council on his or her behalf. To date, Borough President Adams has had six introductions or resolutions submitted on his behalf, including one mandating the creation of public lactation rooms in certain government buildings, which was signed into law by Mayor Bill de Blasio during a ceremony at Brooklyn Borough Hall this August. At the state level, while there is no formal process for borough presidents to have legislation introduced on their behalf, Borough President Adams has partnered with his colleagues in state government to have eight state bills submitted. State Legislation: • S.2190A/A.6792A: Introduced on BP Adams’ behalf by State Senator Daniel L. Squadron and Assembly Member Joseph Lentol, this would expand the definition of criminal trespass in the second degree. It passed the State Senate on June 8, 2016. • S.4602/A.6904: Introduced on BP Adams’ behalf by State Senator Jesse Hamilton and Assembly Member Walter T. Mosley, this would open eligibility to run for Community Education Councils in New York City to parents of pre-k students. It passed the State Senate on June 9, 2015, and again on March 9, 2016. • S.6967/A.9340: Introduced on BP Adams’ behalf by State Senator Roxanne J. Persaud and Assembly Member Jo Anne Simon, this would prohibit the sale of ammunition to any person not authorized to possess such a weapon, regardless of type. It was referred to the respective Committee on Codes for each chamber as of March 10, 2016. • S.6968/A.9341: Introduced on BP Adams’ behalf by State Senator Roxanne J. Persaud and Assembly Member Jo Anne Simon, this would limit the sale of ammunition designed for use in assault weapons to twice the capacity of such weapon(s) to those authorized to possess said weapon(s) within a 120 day period. Savino and Assembly Member Helene Weinstein, this would amend the definition of “homeless youth” to include persons under the age of 25, for the purposes of the runaway and homeless youth program. It passed the Assembly on June 14, 2016. • A.9557: Introduced on BP Adams’ behalf by Assembly Member Jo Anne Simon, this would authorize the state commissioner of education to conduct a study regarding computer science curriculum within the state at all public and private schools offering instruction to kindergarten through 12th grade. It was referred to the Committee on Education on March 16, 2016. • S.1543A: Introduced on BP Adams’ behalf by State Senator Martin Malavé Dilan, this would establish a tax credit for certain volunteers who provide at least 25 hours of service during the year. City Legislation: • Local Law 94: Introduced on BP Adams’ behalf by Council Members Robert Cornegy, Jr. this amended the administrative code of the City of New York, in relation to requiring lactation rooms in certain locations providing services to the public. It was signed into law on August 11, 2016. • Intro. 1218: Introduced on BP Adams’ behalf by Council Members Vincent J. Gentile, Barry S. Grodenchik, and Jumaane D. Williams, this seeks to increase the minimum civil penalty for certain immediately hazardous illegal conversions, make such conversions a basis for a vacate order, and make such civil penalties, when unpaid, eligible for lien sale. A hearing was held in the Committee on Housing and Buildings on October 31, 2016. • Intro. 1254: Introduced on BP Adams’ behalf by Council Member Mark Treyger, this seeks to expand the distribution of 529 college savings plan materials in schools to include pre-kindergarten as well as to distribute college savings plan materials to parents or guardians with a child’s certificate of registration of birth. Gentile, this calls on the Metropolitan Transportation Authority (MTA) to consider the impact of the current pricing scheme on the Verrazano-Narrows Bridge on both the residents of Brooklyn and Staten Island. It was referred to the Committee on Transportation on March 12, 2014. • Res. 463: Introduced on BP Adams’ behalf by Council Member Vincent J. Gentile, this calls on the New York State Legislature to pass, and Governor Andrew Cuomo to sign, S.1485/A.1683, which would authorize the issuance of “Cure Childhood Cancer” license plates and would allocate funds generated to support childhood cancer research. It was referred to the Committee on Transportation on November 13, 2014. • Res. 674: Introduced on BP Adams’ behalf by Council Member Jumaane D. Williams, this calls on the New York State Legislature to pass, and Governor Andrew Cuomo to sign, A.53-A/S.2291-A, also known as Nicholas’ Law, which would require the safe storage of all guns not in the immediate possession or control of the gun owner.
