Vision for Brooklyn
In July, Borough President Adams
released his fi rst Strategic Policy
Statement for Brooklyn, a New York
City Charter-mandated document issued
every four years by borough
presidents throughout New York City.
Its purpose is to highlight the most
signifi cant long-term challenges facing
the borough as well as actions
that will be taken to meet and overcome
them. It
also serves as
an opportunity to
highlight issues
that may be overlooked,
outlining
policy goals and
proposed strategies.
Simply put,
the Strategic
Policy Statement
is a blueprint for
what Borough
President Adams
will work to advance
over the
course of his time
in o ce.

Brooklyn,” said
Borough President Adams. “Our borough
has seen revitalization in recent
years, but we still have plenty to do to
ensure that this new-found prosperity
benefi ts all who live here.”
The most recent version of the
Strategic Policy Statement covers 12
distinct issue areas: public health;
education and libraries; housing; economic
development; public safety;
civil rights; youth development; aging;
transportation and infrastructure;
parks, environment, and energy; arts
and culture; as well as community
development and planning. Borough
President Adams expressed that addressing
challenges in these sectors is
integral to his primary mission, namely
making the borough a safer place
to raise healthy children and families.
The statement was infl uenced by
district needs assessments fi led by
Brooklyn’s 18 community boards as
well as a series of issue-based transition
teams that were convened by Borough
President Adams in early 2014;
these pillar committees were made
up of leading experts in their respective
fi elds who identifi ed strategies to
address the challenges facing Brooklynites
across the borough.
“In identifying solutions to challenges
in each of the areas, I drew heavily
upon community input and experts in
the issue area fi elds,” stated Borough
President Adams.
“It has been my
experience that
to identify innovative
solutions
to complex problems,
we must
engage the community
and the
experts in each
respective fi eld.”
Nearly 60 percent
of the solutions
outlined in
Borough President
Adams’s
initial Strategic
Policy Statement
have already
been implemented
by his o ce
or have seen signifi
cant progress,
just 22 months
into his fi rst term
at Brooklyn Borough
Hall. Some
of the more notable
accomplishments
have been:
his opening of a
public lactation
room to help new mothers breastfeed
and pump milk in a private, safe and
clean space; his funding to support
and expand the Community Schools
program that provides wrap-around
services for students and families;
his work to map out available Cityowned
sites that could be developed
for a ordable housing; as well as his
hosting of multiple employment fairs
around the borough.
Additional recommendations yet
to be implemented include: convening
an Arts Task Force to assist artists
facing challenges across the borough;
launching a “PTA Partnership” to link
high-performing and low-performing
schools in order to promote sharing of
best practices; and working to establish
new Business Improvement Districts
and Local Development Corporations
in underperforming commercial
corridors. Borough President Adams’s
